It is very important to change them as needed or your metal brake discs will begin to scrape against the metal and also deteriorate and brake discs are much more expensive than the brake pads that protect them. Apart from expense the most important thing is your safety and the safety of others, if your brake pads wear completely this is highly dangerous!
Check your brake pads and fluid regularly and replace pads as soon as they wear down.
